@Topic... There is no law... Period... Whatever Binay did, was an ordinance based on PD 96 that was adjudicated so many times already... On the HID's, the ordinance did not even become enforceable because there is no way for the enforcer to check if the HID is within the given kelvin (6000k)...

Now, if Binay did make an act for the law on HID's and loud pipes, he cannot sign it on his own and automatically turn it into an enforceable law overnight... P'Noy has to sign it to make it a PD... Or congress has to vote in favor of it to make it an RA... Both means requires public consultation and an IRR to make the law in-corruptible... With out it, it will only lead to more chaos and abuse on the streets...

If they make a law, they should make it properly...

1. It should apply to all... Public, private, 2 - 3 - 4 - 6 - 8 - 10 - 12 - 14 - 16 wheelers, no exceptions...
2. The standards should be clear cut... Approved by the departments that have a say... DTI, DENR, DOTC and DOH...
3. The IRR should be complete and protected from self interpretation and abuse...
4. The measuring devices should be reliable and the measuring system should be clear cut...
5. All enforcers who will be enforcing the new laws should be trained properly...
6. It should undergo sufficient public information dissemination before taking effect...
7. The enforcement should start where it should... DTI must first set the standard on stores that market the products... Only then, can the LTO and other enforcement agencies take it on the end users...

Fact: Binay has 3 personal vehicles and 1 government or official vehicle... All 4, are retrofitted by HID... I say this because I know where his personal vehicles are being maintained and I saw his vehicle during the motorcade after he was sworn in...

Binay, as a vice president, cannot declare laws like a president... But he loves to act as if he knows everything and he also loves to dictate things without thinking... That's my view on him ever since he's been a Mayor... And just like any other person in power, he will not admit to a mistake nor will he take back the things he has said even if he knows that he has not thought of it properly... Mataas din ihi nyan...

MRO/MAP is still waiting on the real law being made by the LTO...

As for every rider out there, be responsible, courteous and mindful of others... They share the roads with us also... Control your throttle to keep your noise down... Angle your lights properly, whether it be regular or HID... Use your high and low beam switch... They were put on your vehicle for a purpose...

Wag po tayong mabahala hanggat wala pa tayong nakikitang official na kasulatan...

2. There is no standard set for the aftermarket mufflers being sold in
the market today
3. Open pipe refers to having no mufflers or restrictor on the exhaust
system
4. There is no set standard declaring what is loud and what is not
5. The apprehending officer has no basis to declare what is loud and
what is not
6. The apprehending officer has no device to measure the sound level nor
has any standard to follow
7. Section 85 only refers to sound that is produced by vehicles without
mufflers
8. Up until today, the basis for "unusual sound" is unclear or has no
IRR (implementing rules and regulations) to determine what is unusual
and what is not

Sa mamatid marami na naman pala case ng agaw motor..meron pa daw isang case na binatil yung lalaki. Nagbubukas lang daw ng gate, paglingon nya sa motor nya..iba na ang nakasakay ay sinabing.."akin na ito bossing'.

Tip lang: Maging mapagmatyag sa lugar nyo lal na kung gabi. Wag hayaan umaandar ang motor kung bababa para magbukas ng gate.

Tama!...Hindi naman po ganung kalaking oras ang mawawala sayo at ganung kahirap kung io-off mo muna saglit ang mutor mo bago ka magbukas ng gate! At iwasan din kung maaari ang pag-iwan ng susi sa susian ng mutor mo kahit abot tanaw mo lang yung mutor mo!
